EchoWater Project installed new processes at the plant rendering the CRYO
Plant Equipment with no beneficial use at the plant now or in the future. The CRYO Plant Equipment has been idle since April 2021. The CRYO plant was in operable condition when shutdown. Current condition of the equipment is unknown and potential bidders are encouraged to visit the site and see the equipment. See Exhibit D for additional information on the major equipment and limits of equipment removal.

The intent is for a company to remove the equipment as a set where it can be reused at another location or as recycle material. The District is not interested in partial removal of the equipment identified in Exhibit D. All available information such as manuals and drawings not originally included will be made available to the winning party.


EXHIBIT D - Scope of Work
1. Project Overview and Background
1.1. Purpose of Surplus
Sacramento Area Sewer District is requesting surplus bids for the cryogenic facility equipment at the EchoWater Resource Recovery Facility (EchoWater Facility).  The equipment has been idle since Spring 2021.  Surplus bids shall include the removal of the equipment and debris generated during the removal process.  More detailed information about the equipment being surplused is described in subsequent sections.
1.2.   Project Scope 
Historically the EchoWater Facility produced its own oxygen for use in wastewater treatment with the existing cryogenic facility equipment and processes (CRYO Plant), but new installed processes during recent improvements have rendered this process obsolete.  Buyer is responsible for supplying all machinery, tools, labor, supplies, and insurance as necessary to perform the removal, dismantlement, and demolition of the area and adhering to the items identified below in accordance with all applicable laws and EchoWater Facility site and safety rules and/or regulations at the 8521 Laguna Station Road, Elk Grove, CA 95758 facility.


Removal Guidelines:
1. All removals will be to top of concrete with nothing protruding above concrete. No concrete removal is to be performed by Buyer unless prior approval is received from the Sacramento Area Sewer District.
2. All scrap metal and salvageable equipment are included in Buyer’s salvage credit. Buyer will supply its own dumpsters and trucks for all scrap metal recycling and all trucks for transport of salvaged equipment.
3. Buyer will place all non-recyclable insulation, FRP/plastic, brick, wood, block, and other construction debris into dumpsters to be then disposed of appropriately by the Buyer.
4. Buyer shall remove all debris from equipment removal and leave building in the same level of cleanliness that it was found.
5. Buyer shall safe off any open holes, tripping hazards, or any other potential hazards created by the removal of the equipment or as indicated in the exhibits. Buyer may use wood planks or any other acceptable means use in the industry to accomplish this task if not indicated in the exhibits.
6. Buyer shall abide by the specified requirements included on Attachment 1.

Sacramento Area Sewer District may charge sales tax. The tax rate will be calculated at the time of bidding. When sales tax is included, the buyer shall add and include the sales tax amount when making payment.

 

A Buyers Premium of 9.5% will be added to the final sale price with a $1 minimum charge per auction for payment collections. This premium will be visible during the bidding process and added to the total bid.
